Walsh Construction (a member of The Walsh Group) is currently seeking a Chief Estimator for the Southern California Regional Heavy Civil Business Group


This position will work in our Regional Office located in Riverside County, CA.


The Chief Estimator will lead the pursuit and submission of bids on heavy civil/transportation projects.  They must be a leader capable of deserving trust and accept responsibility for their efforts.  They will also work with management, operations, estimating staff, and industry partners in leading the review of project plans, requirements and specifications. The Chief Estimator must be confident in leading estimating teams on projects of varying sizes, and be capable of estimating hard bid, negotiated and conceptual projects. Individual must be self-motivated, possess strong communication/interpersonal skills and be confident in their ability to develop and manage the estimate. They will work with others with a sense of respect and fairness.  The Chief Estimator shall have extensive knowledge of construction means and methods, costs and engineering principles.

  • organize the estimating staff in the pursuit of new work
  • review project plans, requirements and specifications
  • lead the development of a large multidisciplinary estimate
  • managing estimates and bids through the entire cycle from development to bid close
  • determine labor and equipment costs
  • perform accurate quantity takeoffs and materials pricing
  • review and understand all bid documents and assess project risks
  • understand project logistics and project schedule
  • prepare bid packages; compare and analyze competitive subcontractor and supplier bids
  • review quotes and estimates with the project management team
  • prepare estimates at different levels of completion (conceptual, schematic, partial design, etc.)
  • assist with certain post-bid buyouts
  • perform other related duties as required and assigned


We are seeking individuals with the following qualifications:


  • 4-year degree in Civil Engineering or Construction Management
  • 10 years + of construction industry experience
  • Caltrans experience preferred 
  • CA Professional Engineer preferred
  • experience leading the estimate on heavy civil projects
  • advanced computers skills with MS Office, Primavera P6, HCSS
  • extensive knowledge of construction costs and engineering principles
  • well organized, flexible, detail oriented and capable of handling multiple responsibilities.
  • prioritize work load and meet deadlines while managing constantly changing tasks and demands
  • effective presentation skills
  • excellent written and oral communication
  • Able to perform all duties of the Lead Estimator. Knows the competition. Able to engage with sponsorship for each project. Understands Costs and Market Conditions. Understands risks and rewards for each project. Communicates and listens effectively. Works with the team
  • Proficient in the use of applicable Estimating software
  • Looks to continually improve and grow
